Mmm. I understand that you want the panniers, but the holes in the
passenger peg boot guards work very well for holding things on the
back half of the seat. They are a little forward of the back half
(about in the middle of the seat) and so keep things pulled forward.
Be sure to put something soft between them and the bodywork to
protect the paint finish though.
