My bag didn't come with any instructions at all.  I mounted mine with the rain
pouch narrow end forward and the wide end rearward.  It seems to me that with
the wide end mounted forward there would be little room left for your hands in
parking lot slow turns.  this may be completely wrong, but seems to work for me.
