I think (hope) what he was referring to, was to put one of the mini plugs 
on your battery charger - that way instead of having to pull the seat and 
clip on there, you can simply plug in at your adaptor socket - much quicker 
and easier.

So does this mean that the outlet is a continuous power supply (not turned on/off by the ignition)....I do not have my voltmeter here at work to find out!  I kind of doubt that they would make it that way due to safety reasons, dead batteries, etc.., but then again you never know!....or maybe it is continuous, yet the "emergency" engine shut-off switch will dissable it...that would make sense.....otherwise you cannot charge the battery from there!!
