I installed mine in the dealer's parking lot (they lent me a ratched to
get the bolts off that hold the rail on.  The back of the cowl isn't held
down, but it is actually the sides of the seat that offer the support. The
cowl slips into the two spots where the rail used to protrude from the
seat. The screws are supplied, and if memory serves me correctly, it even
comes with an allen wrench for them.
