I have the bag and like it. It is easily removable (from the tank
mounting) but the actual pad requires about 1 minute to remove (a few
more to reinstall). If you mean can you remove the hard form making
plastic, yes. If you mean can you shrink it down, no. My only grip is
that the front buckles are almost impossible to engage (no slack or
adjustment possible). But the velcro does the job so.....
