Actually, lidar needs to strike something pretty reflective to get a
reading. LEOs are trained to aim first for a front license plate (most
have reflective base colors), then for the headlight reflector, then for
the windshield. I'd guess that bikes with projector-beam headlamps are
pretty tough to tag!
