Rear wheel - Refitting advice

Two points.

1) When refitting the rear wheel, what's the torque value for the rear wheel
nut?

2) What's the best way to cover any scratches on the wheel rim after having
a new tyre fitted, (apart from slapping the tyre fitter with a big spiky
stick) I thought of a black marker pen?
