Are you sure that it is not the handle they put on so that you can lift the
bike onto the centre stand? - Due to the panniers blocking the normal
handle.

I've just had the 2 box Triumph panniers fitted.
This includes a pannier sub-frame.
The sub frame has a footpeg on it, but it is mounted upside down facing the
wrong way?

Is this normal? 
Can I remove this "third-leg foot-peg" ?
