It's the Law in some countries, like not having an on-off switch is
the law in others. Apparently, the fear is that a twin-headlight bike
will be seen as a car a long way off (with, presumably, headlights a
metre in diameter) and so people will pull out in front of it. I don't
think there has been any research whatsoever conducted into this, just
a wild and woolly idea from someone who didn't like bikes.
