Headlight Adjustment

Has anyone found a GOOD way to adjust ones headlights?? I've been 
using the wall in my garage but I was hoping there is a real formula 
something like: 8 turns out from full down or 3 turns in from full 
high. Something that makes sense. Is there anything in the shop 
manual about a correct procedure?? And I have been trying to adjust 
and ride around but frankly my eyes start to go and I can't tell what 
the hell I'm doing !
