It's a fender for the rear wheel that attaches to the swingarm(s). Its 
main purpose is to keep road grime from getting kicked up onto the rear 
shock (and the rest of the underside, too).

You can get a plastic one from Triumph, or Jack Lilley's sells a carbon 
fibre one. I have the one from JL (thanks, Shantanu!) and like it quite 
a bit.
