As far as I could understand from my dealer the law was changed in Germany in 1998 to allow both lights on bikes to be lit for both dipped and main beam. I think most bikes are being delivered like this. I know my friend Neil could not order the relevant connector blocks through his (ignorant?) dealer up in Essen, but other riders here all agreed with what my dealer said.  I have talked to the polizei when stopped once (two friends got stopped for speeding!) and they confirmed that it was fine with them.
Typically the EU brings in the most irrelevant law it can find about 3 yrs after every country in Europe has decided it was a bad idea. They are particularly obsessed with motorcycle safety (despite 11,000 deaths on the roads in Germany last year, with only a few % involving motorbikes - and there are some 3+ million registered bikes here).
I hope they rethink this one, as the rest of Europe is realising that 2 lights are better than one whatever you may think is coming towards you!

Yes, in Italy this is apparently still a valid law. Or rather I never
heard anything about it being changed. But ... practically all of the 
new sports bikes with the dual lamps such as the Yamaha R1 and R6, 
Kawa ZX9R and Aprilia RSV are being delivered with both lamps on.
I recently got my own rewired by the local dealer and have both lamps,
obviously with a great improvement. No problem at all with my battery
but then mine is one of the very early models and should not have the
relay problem.
