The bags come with the hardware "loosely" installed to make installation 
quicker. Obviously someone blew it in the service department.

Yeah, I did. The bags would need new cylinders or the ignition would need 
to be replaced. On previous Sprints, you could pull the lock and change the 
plates so that it matched you ignition key. On the ST the ignition key has 
been made thicker and the blade has been changed 180 degrees. These two 
changes keep it from working in the pannier locks. At that point I just 
gave up and decided that I will use two keys......
