John,
Each rail has a bolt into the mudguard at the extreme rear, a nut and
bolt under the side panel into the subframe and two small bolts into
the footrest hanger.
I think the incorrectly sized bolts you are refering too are for the
top rack.

I noticed that it only has 3 bolts (2 right and 1 left) for side luggage
brackets (where they connect to the rear subframe).
