throw-over panniers



I remember this being a topic for discussion, so I searched the archive.

I found most all of the information I was looking for.

Except:

It seems as though once the panel protectors are fit, the bags are easy to
put on/take off.

What does fitting the panel protectors entail?  How long, what hardware?

If I want to take the panel protectors off, how long does it take?
