tighten up!

I found somthing else to tighten up on my '99 Sprint ST today-the pannier 
latches. Noticing that one of mine was very loose, I found that it is 
attached by 3 tiny captive bolts. about 2 or 3 mm in diameter, that protrude 
inward through holes in the bracket, each secured by a small acorn nut. two 
of my nuts were gone, and the third very loose. The 3 on the other side were 
still there, but quite loose. Because the bolts are so small, i thought it 
dangerous to really tighten them, for fear of stripping the threads. I think 
thread locking compound is called for. Would suggest that everyone rush out 
to the garage and check theirs and let the list know if they are loose or 
absent. Don't know if these nuts are applied by the dealer, or if the latches 
come from the factory already attached. What is your asessment of this sorry
