You can if you try, keep at it. I used a small ratchet, but even then you
only have about one or two click movement, so it takes awhile to tighten
them.
Even with them being wrench tight, mine loosened and I found the nuts
bouncing around under the seat. Fortunately they didn't fall out through a
crack. It explained the noise I was hearing everytime I hit a sharp bump
though, the reinforcement bar was completely loose at that point. So now
they are back on and even tighter than before.
