Unusual request for parts!

After a little scrape last week, one of my blue pannier lids is looking very
unsightly.
I was wondering if anyone out there has a spare one (for any strange
reason). It's the right-hand one I need (or are they interchangeable?).
The lock mechanism at the base, attaching it to the bike, is also knackered.
So now I'm wondering how on earth this can be fixed or replaced when it has
a unique key to it?
