Catalytic converter

Although I live in NY I have a Califoria spec ST.  Before buying it I was
told the only difference was in a vapor recovery/charcoal canister for the
gas tank which would not affect performance.  I thought I recently saw a
blurb about catalytic converters.  Do all/none/California bikes have them?
Does the presence of the converter determine the FI tune?
