Pannier locks

I am changing locks on my panniers, long story and rallye goers may know
why.  They go in easy enough but does anyone know how to get the old locks
out.  I've tried depressing the two tabs with two screwdrivers which only
produced frustration.  If anyone knows a slick way to get them out I'd
appreciate it greatly.
