First, when Richard has his accident on December 31, he did the same thing, 
only
to the RIGHT side of his bike, requiring a new pipe and new plastic, bar ends,
etc.  Our repair bill was approx. $2100 U.S., so your bill appears a bit high 
to
me.  Of course, he didn't have his panniers on, and a new one of those could 
be
$400, not including any needed bracketry and associated labor charges.

Get a second opinion on the shoulder, and make the doctor explain to you what
exactly is going on.  Don't be afraid to question him or her.  You pay them to
advise you.  It's not the other way around.  Also, you would be surprised as
what exercise will do. Richard broke his arm right at the shoulder joint,
separating the ball from the shaft, and the ball was in a couple of pieces.  
He
even powdered some of it.  He now has a "nail" and 5 screws in his arm and 
he's
getting better day by day, with hard work.  That having been said, I figure it
will be about a year before he's close to being back to normal.  David Hughes
suggested swimming, and that has done his shoulder a world of good.  When you
get to a point after your ankle operation, it would probably do both your
shoulder and ankle some good as well.

It always looks darkest before the dawn.  Get a doctor you trust, and work 
like
crazy to get better.  It can be done!! The time off the bike is unfortunate, 
but
it's also an incentive to get better.  Richard really wanted to get back on 
and
even rode a couple of days a my pillion.  It was an incentive, and he got back
on several weeks before I thought he would be able to.

I'm sorry you are having to go through this, and having seen Richard and
experiencing it as a spouse, I know it's tough, but keep you chin up, and GOOD
