Well, I realise this will not make me popular with some of the American
listers, but: Germany and the UK have most of the above laws already and I
don't see it reducing the riding population by a huge amount.  Perhaps I'm a
product of the European "nanny state" mentality rather than the USA freedom
mentality, but I can't see what's wrong with legal requirements for thorough
training before using a 200kg projectile at 70 mph on a public highway.  I
am convinced that my car driving improved after my compulsory motorcycle
training in the UK.  Maybe medical insurance might be cheaper in the USA if
fewer people ended up in hospital as a result.
