I think the warped rotor theory is correct. It does not necessarily feel the
same at higher speeds. Sometimes getting on them REALLY hard at higher
speeds can allow you to feel it but I would not suggest that. The tires can
also cause the pulsation like feeling but it will be very light in nature
and a high frequency.
