Here in VA (and probably anywhere), it's pretty common to see riders without 
protective gear. I'd say that about 10% of the riders here use protective 
clothing other than gloves.

If you think we're unprotected, consider this: I was in New Hampshire for a 
week, saw about 5-10 bikes per day, about 50-75% of the riders there do not 
use helmets (NH has no helmet law).
I'd be surprised to see a helmet-less rider here, as would the police (VA 
requires helmets).
