Just been out to garage in which I have tonight installed a 'black heater'
to keep my ST warm :-)  My problem is currently the reverse of all that
has been so far described on this subject - actually getting the bags off
(or more correctly getting he lock to undo) is the difficult part. 
However should they become loose with time I can see that what you
describe would be eminently sensible.

The bag cannot detach at the front end due to the design of the the rail
with the '>' bit holding it in place.  The weakness is at the back.  If
one was to drill a hole through the inside on the box such that it passed
through the rail at the back end and used a drop nosed pin as can be found
in yacht chandlers this should ensure that it will never come off and add
extra security if the pin was inserted so the 'drop nose' was inside the
bag ie from the wheel side of the rail into the bag (requiring opening of
the bag to lift the 'drop-nose' to release it).  Alternatively yacht
chandlers also have a pin which is used on shrouds and forestays which has
a hole at the end through which a split ring is placed, this would also do
the job.  The added advantage of using yacht fittings is they are
generally of high quality stainless steel which doesn't rust (since it is
designed to withstand sea-water)  :-))  unlike most motorcycle fittings!!
