fender ext. installation

i got my fender extension kit quite a while ago, and while i
certainly don't have any instructions now, i can't remember if
there were any in the bag when i got it.  :-)

i have the pop rivets (and i recently purchased a rivet tool) --
do i just drill the "right" sized hole, in the "appropriate"
places, and go to town?  not having used pop rivets before, will
there be an aesthetic difference if they're installed from the inside
or the outside?  (put another way -- is it worth pulling the front
wheel?  :-)
