I accordance with EU legislation which says that a motorcycle should only
have one light* all new bikes (for the UK market at least) now have a
relay fitted which selects one light for dip and one for full beam.  I
suspect that if the filament blows on a lamp then it switches over to the
other (at least this would be logical).  It has been discussed on this
list that a relay is easily available which will allow both lights to be
on simultaneously, but due to EU legislation that the dealer cannot fit
it.  However, if you ask nicely they will show you exactly how to do the
job.

*I believe that the EU legislation has come about because of the
possibility of car drivers mistaking two motorcycle headlights close
together as being a car a long way off which has resulted in a number of
accidents since the car driver's distance perception was impaired by this
deception on the part of the motorcyclist :-(  

Whilst I an understand the logic of this argument, as both a car driver
and motorcyclist, I feel that extra illumination afforded by having two
lights simultaneously lit far outweighs the risks associated with this
confusion in terms of the safety of night riding on a motorcycle.  But
there are a great number of EU regulations which defy sane thinking :-(
