I hate to fan the flames but :-
I find the rear on my RS works REALLY well. However
the first time I used it I couldn't believe how hard I
had to stomp on it to get any effect! The rear brake
on my VTR250 activates quite easily, not so on the RS,
however once I got use to it I found it to be a much
better brake. It gives me a lot of feedback as to how
hard I am using it, on the VTR250 is may as well be an
on/off switch, as there is no feedback at all.
Besides the fronts work so well it doesn't take much
to lock the rear, I left a few fish-tails on the
weekend practicing braking from highway speeds :)
