Yes - the signal brackets supplied with the panniers have a little range of
mounting angle associated with them. You need to loosen the securing nut,
move the bracket to its lowest angle (farthest away from the bodywork) and
then tighten the nut. When I first installed the brackets I did not realize
that I could move them and one contacted the bodywork as you described.
Once I moved it, I had not further problems with it.
