I concur with Wilson on his advise.  What I would add is that I always slide
the lower legs up the tubes (collapsing the forks) with the springs out,
when I tighten the axle to the lower legs.  This is done with the triple
clamps loose to help align the assembly.

On high mileage scooters you will see wear on the chrome of the tubes which
I always rotate to a new surface.
