[ST] fuse holder cover

here's a _really_ dumb question.  how do you get the top of the fuse
box off?  i was going to open it up last night out of curiousity,
but it didn't yield at first tug, and it wasn't immediately clear
what role the little black caps at either end play in the matter.
and since i have a long track record of snapping black plastic
things with ingenious catches that i don't understand, i thought
i'd wait until i knew the answer.  i even looked in the manual,
but apparently it's too simple to be in there.

am i just suppose to pull harder?
