there's something wrong.  your charging system should be putting out
way more than that at idle.  i'd measure at a few places -- right
at the battery, at that aux connector, at a lighting connector, and
see what you get.  use a real voltmeter.  note that the GPS III+
voltmeter, when measuring an external power supply, will be off by .6
or .7 volts -- they have a diode in series with the power input to
protect against plugging it in backwards.

if you're really only going to plug the gps into this connection, and
you're willing to remember to turn the gps off when you turn off the bike,
then you don't need a relay.

mine is wired direct to the battery -- i don't find that having it
always powered is a problem -- most of the time you turn the bike off
you'll take the gps with you, solving that problem, and in the few
cases you don't (like filling gas), the gps takes so little power as
not to matter.  besides, in those cases you often want it to keep
tracking the sky anyway -- it can take a while to get a fresh "lock"
while moving, so leaving it on during stops, even over lunch, i find
to be a Good Thing.
