Seriously, I wonder if this is going back to the problem that some of the
original 99 STs had, where the non-return valve in the tank breather line
was the wrong way round?  You can check - run the tank low, then open the
filler cap slowly and listen for a sucking sound.  If you hear one, then a
vacuum has built up in the tank.  Could be the non-return valve the wrong
way round, or it really could be that the breather tube is pinched somewhere
- - that should be easy to fix though, undo the bolts under the seat, lift up
the tank gently and check the hoses on the right hand side.  They may need
to be rerouted to stop them pinching.
