Yes, you are going to be responsible since you are the buyer.  I cannot
imagine that Extreme Honda will feel obligated to pay the Customs and
Brokerage fees unless you had agreed in advance that they would pay.

Usually this issue of Customs and Brokerage fees only crops up on larger
purchases.  My advice is either buy small low cost items or bring it in
yourself (i.e. carry it over yourself and use your personal exemption).
Although it does depend on the border most Customs agents cannot be bothered
with the paperwork.  I have heard Detroit is bad, but Fort Erie and Thousand
Islands couldn't care less.  I would imagine now that must of the Customs
(who double as Immigration Agents at road crossings only) agents have other
things to worry about right now.
