Most likely it's part of the Sagem software, as the Sagem is the unit 
responsible for cutting the ignition at the redline. I never experienced 
a redline at 9,500 RPM; as far as I can remember the redline has always 
been at 10,500 on my bike. (The service manual lists the redline as 
9,500 RPM, though, so you're probably correct that the redline was moved 
as a result of a tune change.)
