This reminded me of a piece I'd read somewhere on the temperature
difference being caused by the fact that the throttle heating pad was
installed over the plastic throttle tube, where as the left heating pad
was installed over the metal of the bar.  End effect was that a lot of
heat was spent on the left heating up the metal of the bar, so it took
significantly longer to produce optimum heat to the hand.  

You might want to see how the pads are in fact installed, and if this is
the case perhaps adding some insulator like tape to the bar under the left
pad may help.
