The current reports of broken clutch cables are from early production 
2001 models only. AFAIK there have been no reports of early breakage on 
'99 or '00 models. I don't know anyone who installed the span reduction 
kit, so I can't comment on that.

I have nearly 21K miles on my 2000 ST and have had zero clutch cable 
problems. The same clutch lever design is present on the 2001 models.

So, from personal experience and anecdotal evidence from the rest of the 
list, it looks to me to be a bad batch of cables, not a problem with the 
design of the clutch lever. As always, however, YMMV.
