You'll probably find that your extremities stay much warmer when you're
wearing an electric vest-- one of the things that happens when your
core body temperature drops is that more blood stays in your torso to
keep your vital organs happy, and therefore your hands and feet get
less circulation.  When you're wearing an electric vest, your chest
stays nice and toasty, and so your blood is free to wander out to the
outer reaches.
