It is the law in some countries, which does not allow two separate 
headlights but allows double bulps in one headlight...like in 
Finland...

They just take of two relays to do this... I'v just re-installed two 
relays under the right side cover of seat and have now both 
headlights on. 

For those who have only one headlight because of that: there are two 
existing relays at that location, take the smaller one out and buy 
similar ones from local car part dealer (additional headlight relay 
for cars). Original relay is multiple price...
