Yup it's interesting but sadly it only applies to one state.  I'm always
amazed at the number of bikes parked up on the footpath whenever I visit
Melbourne (it looks like a bike lovers smorgasbord :)

If I parked my bike like that in my City it'd be "towed" away in a flash.
