I don't have to remove the pannier rack, just loosen the two bolts down near 
the muffler. As you work the tire out the rack will flex a bit.

For changing the front wheel, I have found that it really helps to put the bike 
centerstand on top of a 1 inch board. That gives me that extra clearance to 
make put the new tire on easy.

I like the D220's, but they only lasted 3250F/2700R miles. I do get poor tire 
mileage, I think because of the roads I ride. My longest lasting tire so far has 
been the BT020 which went 4800F/4000R miles.
