My dealer had the following policy:
If you by the can from us; we do it for free
If you do it at the same time as a service; we do it for free
If you just want the tune and CO(2); you pay 400 SEK (about $40 USD)

I don't pay anything extra, as I wait until a scheduled maintenance, at
which time my dealer downloads the latest tune and resets the CO(2) as
part of the service. (Dealer also did it for "free" when he installed my
race can.) If you can't wait until then, some dealers charge and others
don't. IMHO, I'd prefer to pay a small fee to make sure that the
mechanic spends the appropriate amount of time to make sure the engine's
at the right temperature and that he does an accurate job of setting the
CO(2). (Yes, the engine has to be at a particular temperature before the
mechanic can download a new tune.) IMHO, I think the CO(2) setting is
probably one of the most important settings as it has a strong impact on
mileage and engine performance.
