Was it the famous Hurt report?  It's a bit old now - it dates from 1981,
when US-spec bikes still had headlight on/off switches so you could actually
ride with the lights off - but still very interesting reading.  Good summary

Last time I was in the UK, I was surprised to see several riders with their
lights switched off.  I'm not sure whether the law requires you to use your
lights in the UK, but common sense certainly does.  In Germany, bikes also
have on/off headlight switches, but it is extremely rare to see someone
riding with their lights off.
