I have hard bags and the Triumph carbon fiber race can. I routinely get
better than 50 and have never dropped below 45 MPG. I've gotten as good
as 60 MPG with my setup. I am still running tune three though.

I've found that the Triumph loud end-can knocks a huge hole in the fuel 
economy, so the figures you are quoting sound about right for that.
Another 
killer is use of panniers and a top-box which generate loads of
aerodynamic 
drag...
