Probably weight then as when I experienced high x-winds I had me @ 16st
(224lbs), Susie (weight undisclosed) and our luggage which probably exceeded
the recommended maximum (Susie's luggage contribution was considerable - three
pairs of shoes, couple of frocks, hairdryer, make up etc :-) )
Solution, when riding solo in high winds fill all your luggage carrying
capacity (including the pockets of your riding jacket) with sand and strap a
kitbag containing at least 100lbs of sand on the pillion seat, et voila, no
more problems ;->
Oh, and set the preload on your rear shock *very* high!
