I will not take responsibility for anything that might happen if you should
exceed the stated limits, but....

I've loaded those same "Sport Panniers" with over 13lbs (6kg) in each, and
"tested" them at speeds equalling 1.5x the stated limits of 80mph. I have
witnesss to this (Jim Karl?), and still have both my bags!

Your results may vary.
