Steve,

A few weeks ago I too noticed that the drain on my '99 ST was blocked.
To cure it I connected a footpump onto the end of the drain hose where it
exits near the swingarm.
I used one of those tapered connectors that are used to inflate airmatresses
etc...
Just open the gas cap and pump in some air, I got some water bubbling from
the drain hole pretty much immediatly but it took maybe 10 minutes of slowly
building up pressure with the pump and then releasing it before the blockage
cleared completely and I ended up covered in a dirty sludge.
