Static sag should be on rear should be 10-15 mm. Dynamic/loaded sag should
be ~30 - 35 mm.

To measure Static. Take current measurement as JK suggested w/bike unloaded
(nothing on it). Then put it on centerstand. Measurement will be static sag.
Should be 10-15mm. Increase/decrease preload to get it within range.

For dynamic sag, have someone (or two) hold up bike while you sit w/ridng
gear on bike and have someone measure. difference between measurement on
centerstand and loaded suspension is dynamic sag. Adjust preload 'til you
can get BOTH measurements. If you can get one but not the other then your
shock spring needs changing. Set static FIRST. Then measure dynamic. Too
little dynamic (less than ~30mm) means your spring is too stiff for your
weight. Too much dynamic (more than ~35mm) means that it is too soft for
your weight.

For the pogo'ing effect, setting proper sag will help - slightly. But it's
primarily addressed by adjusting setting compression and rebound AFTER
addressing sag.

Primary culprit for Pogo'ing in rear is too little rebound damping along
with too little compression damping (shock compresses too easily and
followed by too quick a recovery).
