You might want to look at a Tour Master.  I have a TB-18.  It is expandable,
has pockets on four sides, additional net pockets on three sides, a map
pocket on top (not detachable), carrying handle, and a detachable shoulder
strap.  A three point hitch which hooks on and off in seconds.  You can
refuel by just unhooking the rear strap and pushing the bag to the side.  I
just leave the attaching straps in place all the time when I am not using
the bag.  It comes with a rain cover (not see through).  I have not really
put the cover to the test.  I did use it for about an hours worth of rain
with no leaks however.  

Mine came with the bike when I bought it used.  Online price is about $90.
It is very well made and sturdy.  Only real negative I can see is not being
able to see the map with the rain cover on.
