[ST] Mapping Software

Looking for recommendations for good mapping software for my PC. Not interested in GPS at the moment, just the best tool for finding accurate info about every road and/or cowpath in PA/WV/OH. 

Ideally, I'd like to be able to drag a rectangle over an area and have that selected region print on an 8x11 sheet of paper, with control over the map detail.

Or a reference to something better than Mapquest that's free and online...
